- 1.5 pounds large shrimp, peeled and deveined

Instructions
- Rinse rice under cold water until water runs clear. Cook rice according to package directions with a pinch of salt until tender and fluffy.
- Fluff cooked rice with a fork, then stir in chopped parsley, 1 tablespoon butter, and lemon zest.
- Pat shrimp completely dry with paper towels. Season both sides with salt and pepper.
- Melt 2 tablespoons butter in a large skillet over medium-high heat until butter stops foaming.
- Add shrimp in a single layer without crowding the pan.
- Cook shrimp 1 to 2 minutes per side until they turn pink and curl into C shapes, then immediately remove shrimp from the skillet and set aside on a plate.
- Add remaining 2 tablespoons butter to the skillet. Sauté minced garlic about 30 seconds until fragrant but not browned.
- Pour in heavy cream and bring to a gentle simmer.
- Stir in grated parmesan cheese until melted and the sauce is smooth and creamy.
- Return cooked shrimp to the skillet and toss gently to coat them in the sauce. Stir in lemon juice and red pepper flakes.
- Spoon herb rice into bowls, top with creamy garlic butter shrimp and sauce, then garnish with extra parsley if desired.
